Dear Committee members,

Colleagues,

Distinguished guests,

Ladies and Gentlemen,

 

Good morning and welcome to the 5th CTSAMVM Technical Committee (CTC) meeting.  I am Desta Abiche Ageno, new Chairman of CTSAMVM. Previously as Director General for International Relations in the Ethiopian Defense Ministry, I was personally involved in establishing CTSAMM and have been working with the South Sudan Ministry of Defence.  I give thanks to my predecessor Maj. Gen. Ibrahim for his tireless work in creating strong links with the Parties. I intend to continue with this approach by working closely with you to build and sustain the peace and stability.

 

Since the last CTC meeting implementation of R-ARCSS has continued in a generally positive way.  There are increasing reports of meetings between parties for the purposes of reducing tension and improving relations. These important confidence building measures are both welcome and productive.

 

The three hot spots of Yei, Wau and Bentiu still have the potential for tension but there are signs that relations in these areas are improving. We will hear today of the progress made during the Joint Field Visit to Wau last week as an example of these improvements.

 

There is still much to be achieved but the strategic mechanisms which were late to be established have now begun to emerge. CTC will benefit from the direction which will be given. As you will observe later CTSAMVM continues to receive allegations and there are in some areas access denials to MVTs but the scale and severity of these problems is reducing.

 

I was pleased with the reception the CTSAMVM report to JMEC was given by our key stakeholders. The benefits of working as a truly joint team were fully demonstrated. It is my sincere wish that we continue to build on these strong foundations.

 

Let us now proceed with the 5th CTC and I am sure it will be another success.
